Yes. But my bug is that this should be default. It's not possible to add
this to grub when you encounter the problem as the machine doesn't boot.

Currently on 14.04 and I've been effected by this issue just now:

I've experienced this across the releases as far back as I can
remember but it meant I couldn't access my server until I had physical
access to it.
I installed from a standard desktop image, not the server specific one
as this machine evolved from an Ubuntu production machine to an Ubuntu
file server since 2006.
It's reasonable to expect to be able to administer a machine remotely
and I think this issue should be high or critical.
