external harddisk turned off by automatic hdparm -B254 when connected

Status in hdparm package in Ubuntu:

Bug description:
my external haddisk sets into powersave mode and cannot start after
connecting to usb because of hdparm -B254 executed when disk is
  connected

  few seconds after disk connection:

  :~$ ps -A -F | grep sdb
  user 4408 3539 0 1886 896 1 19:09 pts/1 00:00:00 grep sdb
  :~$ ps -A -F | grep sdb
  root 4421 4412 0 971 568 1 19:09 ? 00:00:00 /sbin/hdparm -B254 /dev/sdb
  user 4423 3539 0 1886 896 0 19:09 pts/1 00:00:00 grep sdb

need to remove hdparm ( and acpi-support ) to connect disk

disk is working well in karmic
