Done and committed.

I will mention that I saw one new testsuite failure (UNRESOLVED failures
for derived_constructor_comps_6.f90) when comparing the IBM 5 branch
with the IBM 5 with the merge. Looking into that, that was a new test
case in FSF 5 that we just pulled in and it has a syntax error which
I'll push to FSF 5 before merging into the IBM 5 branch.  So basically,
the merge looks good to me.

  [Ubuntu 16.04] Enable P9 toolchain

Status in gcc-5 package in Ubuntu:
  Fix Released

Bug description:
  This is a feature request to track the inclusion of POWER9 enabled in
  Ubuntu.

  This is required as a building block for POWER9 development in Ubuntu
  16.04. The final goal is to have Ubuntu 17.04 as the primary distro to
  (partially?) support POWER9 machines.

  Mirroring for Canonical awareness. A backport will be required.
