Public bug reported:

I have created a branch to default to NOPASSWD for %admin. Talking to
the community more people do this then not, so having it default will
help with initial setting up of machines.

** Affects: sudo (Ubuntu)
     Importance: Undecided
         Status: New

** Branch linked: lp:~d-jj/+junk/sudo
