Also, given a file /etc/foo then one would expect foo to be the name of
the man page; not bar. Thus environment(5), not environ(7).

Title:
  /etc/environment lacks man page.

Status in manpages package in Ubuntu:
  Confirmed

Bug description:
  There's no environment(5) man page. No package seems to own it.

      $ dpkg -S /etc/environment
      dpkg: /etc/environment not found.
      $ cat /etc/environment
      LANGUAGE="en_GB:en"
      LANG=en_GB.UTF-8
      $

  Without a man page, it's unclear what purpose it has, e.g. at what times
  is it read, and what format it has, e.g. are comments allowed, what
  about quoting, etc.
