I believe this was a transient issue in release component of Xenial, and
has been subsequently resolved. php5.6 with apache modules are
successfully installed using current installer and current archive.
If you still experience issues, please let me know which mirror you are
using, and Packages.gz files from said mirror would be useful to
investigate further.

When selecting "LAMP server" as an installation option, the installer fails with the error message "An installation step failed. You can try to run the failing item again from the menu, or skip it and choose something else. The failing step is: Select and install software "
The error message in the syslog states:
"Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:
The following packages have unmet dependencies:
libapache2-mod-php5.6 : Conflicts: libapache2-mod-php5 (< 5.6.16+dfsg-4~) but 5.6.16+dfsg-1ubuntu1 is to be installed
php5.6-cli : Breaks: php5-cli (< 5.6.16+dfsg-4~) but 5.6.16+dfsg-1ubuntu1 is to be installed
