[Bug 1617519] [NEW] pkgconfig file libfontforge.pc missing

Public bug reported:

It would be great if you could add the pkgconfig file libfontforge.pc to
the development package. The packaged file fontforge.pc isn't of much
use since it doesn't provide the compiler and linker flags required to
build third-party applications relying on libfontforge.

** Affects: fontforge (Ubuntu)
     Importance: Undecided
         Status: New
