The meta-release file issue was sorted out so I'm going to mark this as
Invalid (Fix Released seems incorrect since nothing in update-manager
changed).

http://bazaar.launchpad.net/~ubuntu-core-dev/meta-
release/ubuntu/revision/187

** Changed in: update-manager (Ubuntu)
       Status: New => Invalid

** Package changed: update-manager (Ubuntu) => ubuntu-release-upgrader
(Ubuntu)

Title:
  utopic.tar.gz missing

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  I recently enabled lts->non lts upgrades for upgrade tests. The trusty tests are all now attempting to upgrade to utopic and failing with something like this:
  Checking for a new Ubuntu release
  Err Upgrade tool signature

  Fetching the upgrade failed. There may be a network problem.
  WARNING:root:file 'utopic.tar.gz.gpg' missing
  Is it correct to assume this will be resolved when 16.04.1 is release?
