Based on your latest input, one possibility is that the system wide
locale setting in the /etc/default/locale file is broken somehow. Then,
when you set English (Australia) via Language Support, new locale
settings (which override /etc/default/locale) were added to
~/.pam_environment. But that's just a guess.

I agree that the UI isn't ideal, but that would be a separate bug
report. (Not needed, OTOH, because we are well aware of it.) Btw, if you
want to understand the rationale behind the current UI, you can click
the "Help" button from Language Support.

  gnome-language-selector incorrectly installed/configured

  I believe that language support is not correctly installed configured.
  I was lead to the gnome-language-selector by trying to understand why
  the Ubuntu Software app failed to find any applications/search its
  database.

  One solution proposed was to change language selections from Language
  Support in settings. When I tried this the only languages available
  for selection are US English and English. Other languages, including
  Australian English were visible in the list but 'greyed-out'.

  I failed by any means to install further language support, including
  using the 'Install/Remove Languages' button on the "Language Support
  dialog.

  When I trued to report this problem I used the system app to find the
  process. It is called gnome-language-selector in the process list and
  process properties. ubuntu-bug said "dpkg-query: no packages found
  matching gnome-language-selector". But there it was in the process
  list. I then used ubuntu-bug -w to initiate this bug report.

  In summary:
   Ubuntu Software Center GUI application  does not work because of some configuration/software error in  'Settings -> Language Support'
