  do-release-upgrade to 16.04.1 fails with 404

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  I am running  Ubuntu 14.04.5 LTS, installed on VirtualBox.  When I log
  in, it notifies me:

  New release '16.04.1 LTS' available.
  Run 'do-release-upgrade' to upgrade to it.

  When I sudo do-release-upgrade, it eventually fails with errors:

  Err http://us.archive.ubuntu.com xenial/universe Sources
    404  Not Found [IP: 91.189.91.23 80]
  Err http://us.archive.ubuntu.com xenial/universe amd64 Packages
    404  Not Found [IP: 91.189.91.23 80]

  And then aborts the upgrade

  
  I reproduced this bug on a perfectly clean system (again on VirtualBox) by installing from ubuntu-14.04.4-server-amd64.iso, running "sudo apt update"/"sudo apt upgrade", and then rebooting and running "do-release-update".
