[Bug 1576870] [NEW] bridge-utils manpage contains incorrect max for portprio

The manpage (bridge-utils-interfaces) says that bridge_portprio has a
default value of 128.  However, the default is infact 32.  Additionally,
no value higher than 32 can be set.
