[Bug 1575813] [NEW] Dual boot does not work after upgrade to 16.04

Public bug reported:

I upgraded from 15.10 to 16.04. The process was not completed apparently
due a problem with shim-signed. I now find the following message every
time I try to update the system:

Setting up shim-signed (1.12+0.8-0ubuntu2) ...
Installing for x86_64-efi platform.
grub-install: error: cannot find EFI directory.
dpkg: error processing package shim-signed (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 shim-signed
E: Sub-process /usr/bin/dpkg returned an error code (1)

Furthermore, I have a dual boot system with Windows and Ubuntu but only
the latter works. Something seems to have gone south with UEFI. I attach
the efibootmgr output. My /etc/fstab looks as follows
