just to make sure, did you do a

sudo systemctl daemon-reload

before restarting?

Could you please show the result of:

ps -ef | grep libvirt

sudo systemctl stop libvirt-bin
sudo systemctl start libvirt-bin
sudo journalctl -xe
sudo journalctl -u libvirt-bin

sudo libvirtd
