Thanks, but actually the systemd.service(5) manpage tells me what I
needed.

The fix for you should be to edit your /lib/systemd/system/libvirt-
bin.service file to read:

In other words, just add the
	NotifyAccess=all
line in the second section.

I'll push that to the 16.10 package and SRU the change to wily and
xenial.
