iso-scan based installation with debootstrap are not supported at all.

only live-installer based installations are supported from the iso.

for xenail, only network export of the full iso-image is supported to be
installed from - that is the iso will be accessed over a remote protocal
e.g. http, not an iso-scan.

E.g.
mount and export iso over http
boot the installer
when asked for a mirror, select to provide manual mirror information and point to the hostname/ip address with the export of the full iso mirror.

e.g. if export mirror is on 192.168.0.2, 192.168.0.2/.disk/info should
be an available file. If exported in a subdirectory, you can specify
that as a mirror sub-directory as needed.

  Description:
  When trying to install from an ISO image instead of ports.ubuntu.com, the installation fails with "Install the base system. Base system installation error The debootstrap program exited with an error (return value 1)."

  Reproduction:
  - Format a DASD with ext3 and copy initrd, kernel and parmfile onto it
  - Execute zipl to make it bootable
  - Copy the xenial ISO image (mine was from today (20.04.) onto that DASD) and IPL from it. 
  - Start the installer in Expert Mode and download the installer component "iso-scan"
  - Select "Scan hard drives for an installer ISO image" and manually enter the path to the DASD. (Scanning for it does not work)
  - Add storage (zFCP LUNs in my case), partition them and execute "Install the base system". 

  I have attached syslog, partman, hardware-summary and the parmfile.
