I'm almost sure this is a recent addition to the Release notes (if I'm wrong, I apologize)

  This morning, (22-Apr-2016) after doing "sudo apt-get update":

  Any hints on what I should do to see 16.04? 
  update-manager is set at Notify me: for long-term versions
  If I change that to "any new version" it suggests an upgrade to 15.10
  How do I get from LTS to LTS
