[Bug 1573513] [NEW] Upgrade to 16.04 failed to complete: dependency errors

Public bug reported:

After the download, when packages where being installed/upgraded, the
process stopped with an error message that systemd-sysv could  not be
upgraded due to dependency errors and will remain unconfigured.

This error appeared again for dozens of other packages (many systemd,
gvfs and Gnome packages).

Before the cleanup-phase the upgrader exited with an error. The install
could easily be fixed with:

dpkg --configure -a # to configure unconfigured packages
apt-get dist-upgrade # to complete the upgrade

The only package that was not upgraded was in fact systemd-sysv. Looking
through the news on Reddit and HN, other users seem to have the same or
at least very similar problems.
