Bug description:
  Problem surfaces during "do-release-upgrade" from 15.10 to 16.04.
  Upgrade process halts and I had to manually "sudo apt-get -f install"
  followed by several "sudo apt-get update" and "upgrade" and "dist-
  upgrades" to end up completing the upgrade.  This error remains.
