[Bug 1521713] Re: Cloud images: Create VHD disk images

As simple as this problem appeared initially.  VHD, while having a
specification, must have some quirks (or our code has bugs) because we
were unable to boot these in several environments.  This needs some more
work and testing under multiple virtualization solutions.
