[Bug 1573177] [NEW] sudo update-manager bug after upgrade on 16.04

Public bug reported:
i upgraded to 16.04. Suddenly it shows a bug and stops the upgrade. When
it finished, i tried again and i rebooted. It shows that has upgraded to
16.04 but when i write sudo update-manager it show the following
message.
"/usr/bin/update-manager:28: PyGIWarning: Gtk was imported without specifying a version first. Use gi.require_version('Gtk', '3.0') before import to ensure that the right version gets loaded.
