The services mon_fsstatd and mon_procd were included into systemd with s390-tools-statd ver.1.34.0-0ubuntu8
# dpkg -L s390-tools-statd
...

...
/usr/sbin/mon_fsstatd
/usr/sbin/mon_procd
# systemctl status mon_fsstatd.service

  With s390-tools (1.34.0-0ubuntu3) mon_statd daemons are able to start manually, using binaries for mon_fsstatd and mon_procd.

  But there are no services for these binaries available.
  In addition also the main service mon_statd is missing also.

  Please integrate these services via systemd
