---Problem Description---

RAS tools like "snap" and "rtas_dump" gives error message on Habanero
PKVM guest after default installation. issue got resolved after
installing "perl" [apt-get install perl].

--Steps to reproduce--

1. Install Ubuntu 16.04 PKVM guest on Habanero.
2. Run "snap" or  "rtas_dump" commands.
