Bug description:
  [Impact]
  valgrind fails w/ s390x binaries that include the popcnt instruction.

  [Test Case]
  sudo apt build-dep valgrind
  apt source valgrind
  cd valgrind-*
  fakeroot make -f debian/rules build
  make -C ./none/tests/s390x/ popcnt
  perl tests/vg_regtest none/tests/s390x/popcnt
  if [ $? -eq 0 ]; then
    echo "PASS"
  else
    echo "FAIL"
  fi

  [Regression Risk]
  Fix is localized to s390x. It is an upstream cherry-pick, so regression risk should be mitigated by upstream support.
