[Bug 1569094] [NEW] After upgrade to Xenial, apport-collect fails

Public bug reported:

After upgrading wily -> Xenial, when I run apport-collect with no
arguments, this is what I get:

Mon Apr 11 19:53:52 vectro at mirian:~ $ sudo apport-collect
ERROR: Could not import module, is a package upgrade in progress?  Error: No module named PyQt5.QtCore

This is with apport 2.20.1-0ubuntu1. I assume it is a packaging issue.
