[Bug 1499667] [NEW] ImageMagick installed via apt-get on multi-cpu server processes very slowly

Ubuntu 14.04

apt-get install imagemagick

then resize an image on a single core cpu, and compare that with a
multi-core.  I'm using www.elastichosts.com, and spotted a big speed
difference in running it on their VM solution (single), vs. their
Elastic Container (multi)
