guile-1.8 does not install on Ubuntu 12.04.5 LTS

With a clean installation of Ubuntu 12.04.5 LTS that can install other
packages and has all sections enabled, this is the result trying to
install guile-1.8:

sudo apt-get install guile-1.8
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Package guile-1.8 is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'guile-1.8' has no installation candidate
