[Bug 1497678] [NEW] Ubuntu 15.10 beta is much slower to boot than 15.04

I'm attaching a bootchart. I'm not sure if the initrd time is included
in this too? Because that could be the source of the additional time.
But subjectively it feels about twice as long to boot as 15.04 on the
same system. This is an upgrade from 15.04 to 15.10.
