[Bug 1494875] [NEW] ubiquity displays extranous warning reusing a parition during manual partitiong

Public bug reported:

To reproduce boot a 15.10 live desktop image 32 bit and select something
else for manual partitiong. Select an ext4 partition and select to
format it and keep it the same size. I get an extraneous warning message
about how  I am moving the partition but it did not seem relevent.
