That's standard package practice for shared libraries. The unversioned
symlinks are only needed when you're building against the library.

** Changed in: subversion (Ubuntu)

Title:
Subversion installation does not create .so symlinks for the included
  libs

Status in subversion package in Ubuntu:
  Invalid

Bug description:
This issue affects Ubuntu 13.10 (subversion 1.7.9-1+nmu6ubuntu3) and
  14.04.1 LTS (subversion 1.8.8-1ubuntu3.1).

When installing subversion via apt-get, no *.so symlinks are created
for the libsvn_* libraries: only *.so.1 symlinks are created. In order
for the *.so symlinks to be created automatically, libsvn-dev must be
  installed in addition to subversion.

It seems that the *.so symlinks should have been created when
  installing the subversion package.
