Thank you for reporting this bug to Ubuntu. 13.10 reached EOL on July 17, 2014.

I've tried recreating this bug with 15.04 and was unable to, given the
information you've provided. Please upgrade to the latest version and
re-test. If the bug is still reproducible, increase the verbosity of the
steps to recreate it so we can try again.
Do feel free to report any other bugs you may find.

Bug description:
All Keyboard functions well on my hardware in Releases 8.x till 13.04; after upgrading from 13.04 to 13.10 (same after new installation from the scratch) the keyboard does not work after the first new startup after installation of 13.10 besides the possibility to key in the Password and in the program selection menue (corner left/up). All other programs (Terminal, Browser, any text-based program) do not work (no response to keyboard inputs).
Keyboard is an older HP SK 2511A with direct connect (non-USB) - nevertheless changing the Keyboard (with USB) doesn't help (same situation).
So 13.10 is comletely unusable in my environment.
Hardware ABM Phenom(tm) II X4 965 x4
8 GB Main memory
Remark: Starting 13.10 in VMware (Host 12.04) the Keyboard works well! But thats no solution ...
It is not possible for me to start any debugging feature as required - how without keyboard.
