[Bug 1507916] [NEW] update-manager "Install Now" does not

Public bug reported:

1. Launched update-manager, shows kernel updates available
2. Clicked "Install Now"
3. ??
4. Repeat 1. & 2.
5. Still nothing.
6. `sudo apt-get update`
7. Something about spotify missing spotify key. Comment out spotify from /etc/apt/sources.list
8. `sudo apt-get update`
9. `sudo apt-get upgrade` Prints out following

Which is completely different from what update-manager is offering:
"Security updates" -> "Ubuntu Base" -> kernel stuff.
