Bug description:
Not all language support files are installed even 'install updates' is
selected during installation. One have to wait for the installation to
complete, reboot, open 'language support' to install all necessary
files, logout and login, to enable very basic feature such as IMEs for
East Asian locales. Average users may not know that and will wonder
why even the basic features are not functional, even the correct
language is selected during installation. All language support files
should be installed if the users selected 'install updates', as the
user already prepared to download and install a large amount of data.
