  Cannot setup a user account

Bug description:
  How to repeat:
  I.  set up an ext4 by some other linux,e.g. Fedora, put your "home" into that, e.g. my name is Mike, then there is folder named "Mike" in the /home/ directory
  2. install ubuntu, and say your name is "BuggyUbuntu", and set the "home" the mounting point to the one in step 1
  3. There will be two directories in /home/, one is "Mike", the other is "BuggyUbuntu".
  4. Add an administrator user named "Mike" graphically
  5. Change "BuggyUbuntu" from "administrator" to "standard" user
  6. Log out

  7. Now nice, you can never login to "Mike". Unbuntu does not tell you
  why, just keeps making an alert sound and go back to the login screen.

  8. You can never change anything because you do not have any
  administrator, cannot even add any account. Moreover, how stupid
  Ubuntu is? It keeps asking you to enter a password to report a bug
  while you are just a standard user. Each time you enter your password,
  it just says "fail to authorize". Just treat the users.

  9. I tried to add another administrator in recovery mode by "adduser
  --system". The user was added successfully. However, the user does not
  show up while logging in. If you use "adduser", the user will show up
  in the login screen but you cannot login and it is a standard user not
  an administrator.

  10. The only solution looks like just deleting Ubuntu

  This is what happens in the first 10mins I was using Ubuntu. So
  frustrating. Is the Ubuntu designed by idiots? Super user unfriendly!
  You should always guess the problems.
