Bug description:
  Got the following when going from trusty to xenial.

  Preparing to unpack .../init-system-helpers_1.24ubuntu1_all.deb ...
  Unpacking init-system-helpers (1.24ubuntu1) over (1.14) ...
  dpkg: error processing archive /var/cache/apt/archives/init-system-helpers_1.24ubuntu1_all.deb (--unpack):
   trying to overwrite '/bin/running-in-container', which is also in package upstart 1.12.1-0ubuntu4.2
