  cannot upgrade to 15.10

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  I get an error trying to upgrade to 15.10 from 15.04.  When updating
  15.04  I always get a partial upgrade notice, so I assume the two are
  related.  I have disabled all third party sources, but it does not
  appear to help the issue.
