Are you still able to reproduce this?  I have had a vm running with
grub-xen and not grub-pc installed for a year or so now and have never
seen this.

Bug description:
  Upgrading kernel results in uninstallation of grub-xen and
  installation of grub, even if grub-xen has been previously explicitly
  installed and necessitating a manual reinstall of grub-xen after each
  upgrade.
