FWIW, using a '--variant=minbase' works around the issue with qemu-
debootstrap.

Bug description:
  I tried creating a basic Ubuntu arm chroot with debootstrap and it
  failed. This leaves apt in a broken state in the chroot.

  sudo qemu-debootstrap --arch armhf vivid ~/chroot/ http://ports.ubuntu.com/
  ...
