I tried recreating the initial bug both with and without setting
RELEASE_UPRADER_ALLOW_THIRD_PARTY and was unsuccessful in receiving the
crash described.

TEST CASE:
1. install a 10.04 that only contains internal mirrors
2. run do-release-upgrade on 10.04
3. verify that it crashes
4. run do-release-upgrade --proposed
5. verify that it works
