[Bug 1436145] [NEW] Over no less than 6 attempts to load Ubuntu 13.04, the grub installer failed to load. I made an unallocated space on the installation disk with no improvement.

Public bug reported:
I installed Ubuntu previously and used it for a few years (dual boot
with Windows 7). The (Ubuntu) disk developed a problem (probably
physical) and I could no longer load Ubuntu from the boot menu. I have
replaced the suspect disk since. I have tried to load versions of Ubuntu
from 9... to 13.04 but none could successfully load grub. At the end of
the installations, most would work well enough (though a bit slowly) but
could not be reloaded after the restart.
My system is already loaded with Windows 7 (which is running well).
Windows is loaded on one disk and Ubuntu on another.
The rest you might have already collected in the report.
I would appreciate any help you could give as I like using Ubuntu.
