Service systemd-tmpfiles-setup.service fails to start because there are
two duplicate lines in /usr/lib/tmpfiles.d:

[/usr/lib/tmpfiles.d]# grep -r '^d /var/log ' *
00rsyslog.conf:d /var/log 0775 root syslog -
var.conf:d /var/log 0755 - - -

[/usr/lib/tmpfiles.d]# systemctl status systemd-tmpfiles-setup.service
