Public bug reported:

There's something wrong with the nfs-utils systemd services, since they
block shutdown. Manually unmounting them first allows it shutdown fine.

This happens on several of my machines with only wlan up and nfs mounts
done on top of that. Perhaps the network is killed before nfs umount?
