[Bug 1433238] [NEW] add powerpc target for ppc64el

I would like to have a backport of patch available in Debian BTS #760395
in Ubuntu 14.04.

Motivation: With this patch integrated, some package build would work properly, as the linker shows that ppc64el has shared objects. 

After a binutil with this patch made available, I would like to ask to
build the following packages:

* Slurm
* Munge
* environment-modules (Source: modules)
