IIRC, the debian-installer wants to always format swap, but when doing
so, makes sure not to change the UUID if it already is formatted as
swap.

Bug description:
  i already have the partitions i need, and the swap partition i already
  have is already known to other installs, so it'll be a bother to have
  to change the fstab and hibernate/restore information for them.  my
  particular partition layout, in case it matters:

  i selected partition 5, as ext4, for /.  when i dismissed that dialog,
  i saw it had selected it for formatting, so i changed it to ext3,
  unchecked format, dismissed it again, saw it was still selected for
  format, unchecked it on the list this time rather than bringing up the
  dialog.  a bit klunky there.  reviewing the list, nothing is checked
  for format.  good.  clicked "install now".  it warns me about / not
  being selected for format.  fine by me.  the next dialog informs me
  that partition 3 will be formatted as swap.
