The status of this bug report is "Fix released" but I still have this

So, 
delta = time now - mtime from /var/log/dpkg.log
delta = 1425973880 - 1425973865
delta = 15

In update-notifier, the delta seems to be the difference between the time now and the most recent date below :
- Date of last launch of update-manager (manually or automatically),
- Date of last modification of files /var/log/dpkg.log*
- Date of last modification of files /var/log/apt/term.log*

So, if update-manager is configured like this :
- When there are security updates : Download and install automatically,
- When there are others updates : Display weekly,
and if I have security updates at least once a week, I will never have notifications for other updates.

I think the delta should be only the difference between the time now and
the last notification.

I don't find a reference to this bug report in the changelog of update-notifier and update-manager on Ubuntu 14.04.
Someone can tell me which fix has been released, on which release of Ubuntu ?

Bug description:
  Binary package hint: update-notifier

  This report is not a duplicate of bug #332945.

  I upgraded to Jaunty beta on Wed 25 March. According to the desired
  behaviour described in bug #332945 and elsewhere, update-manager
  should notify me at least once a week to tell me about updates.  I
  have had no notification since I upgraded 13 days ago (and have not
  installed any updates since Beta).
