[Bug 1429342] [NEW] Include completion for upstart jobs in service command

Public bug reported:

The current completion def file for service command does not include
completion for upstart jobs though the command as stated in man handles
both sysv init scripts and upstart jobs. Here I include a patch to fix
this. Please consider merging it into zsh-common package
