Made a quick script that creates an iso showing this bug.

  Keyboard layout cannot be preseeded when auto-install/enable is used

Status in debian-installer package in Ubuntu:
  Incomplete

Bug description:
  What:

  It is not possible to preseed the keyboard layout, when auto-
  install/enable is preseeded in the file.

  Preseeding the keyboard layout will keep the questions from appearing,
  but the layout will stay us.

  Where:

  The bug is present in 14.04 and 14.10,
  but not in 13.10.

  Additional information:

  The keyboard layout was preseeded using:
  d-i keyboard-configuration/layoutcode string de
  d-i keyboard-configuration/variantcode string nodeadkeys

  The preseeded values are read correctly.
  (checked using debconf-get-selections --installer | grep keyboard-configuration)

  The keyboardlayout is us both during and after installation.
