This makes it a lot harder to figure out the package versions when
encountering/bisecting a regression, but meh..

  adt-run fails with new snappy images without dpkg support

Bug description:
  With the latest changes from [1], new snappy images are lacking dpkg
  support. This makes adt-run fail, see the attached log, the image was
  created with:

  $ sudo ubuntu-device-flash --verbose core rolling -o /tmp/snappy-
  test/image/snappy.img --channel edge --developer-mode
