Behavior in vivid is still to use the current distribution rather than
look at the previous changelog entry [1] and the manual is still
inconsistent with that [2]

Can this be documented please? It led me to upload something to the
wrong distribution on a PPA and needed to reupload with a higher version
because of that.

  dch -r's behavior is changed under Ubuntu: it will default to jaunty
  instead of the previous changelog entry or unstable; please document
  that in --help and man page doc.
