Perhaps it would be easiest to create a set of dev frameworks as follows using 15.06
Alternately we could do 15.04.1 but I am not sure the tools will work with that convention.

Bug description:
  While we continue to develop on top of 15.04 using the overlay, we
  will need to add new APIs. Normally this would occur in the new
  release, like Wily, but as Wily is moving to snap it probably does not
  make sense there.
