[Bug 1467707] [NEW] casper initramfs built hook doesn't include the overlay fs

Public bug reported:

It seems /usr/share/initramfs-tools/hooks/casper doesn't install the new
upstream 'overlay' FS into the initrd

It only installs the older 'overlayfs' which is not upstream, unlike
'overlay'

echo overlay >> /etc/initramfs-tools/modules
